Pursuant to the provisions of Republic Act No. 7192 and Executive Order No. 348, the Gender and Development (GAD) was institutionalized in the DOTC plans, programs and budget in the DOTr-Central Office, Attached Agencies and Corporations on 03 July 1995.
Gender and Development (GAD) is a development approach which reflects a change in outlook recognizing the equal contribution of women and men in all aspects and sectors of development. It includes the process of identifying interventions which transform gender disparities into opportunities that equally benefit women and men.

Admittedly, a lot has yet to be done, but rest assured that we are unremittingly working with our Sectoral Offices, Attached Agencies and Corporation in planning and strategizing, to ensure that women empowerment and gender equality is observed/ respected in the transport sector.

Focal Point and Technical Working Group
With the institutionalization of GAD in the DOTr, a GAD Focal Point Technical Working Group (TWG) was constituted as early as 1995.
The DOTr-GAD Focal Point serves as catalyst in the DOTr Gender Responsive Planning and Programming and ensures that all disseminated guidelines are appropriately utilized and revised to suit emerging developments.
The DOTr-GAD TWG was also constituted, composed of representatives from the DOTr-Central Office and two (2) each from the Sectoral Offices and Attached Agencies and Corporations.
The Sectoral Offices and Attached Agencies and Corporations created their respective Agency Focal Points and TWGs.
The DOTr-CO and Agencies FP and TWGs have their Secretariats that provide all administrative, budgetary and technical support in pursuit of all GAD-related activities in the Department.

GAD Programs, Activities and Projects
Every year, the DOTr-Central Office and its Sectoral Offices and Attached Agencies and Corporations prepare and submit their respective GAD Plans, Programs and Activities (PPAs) to the Philippine Commission on Women (PCW) formerly National Commission on the Role of Filipino Women (NCRFW) following a given format.
The DOTr GAD Plan is a vehicle for translating national policies on gender equality and women's empowerment into concrete programs and projects in the transport sector. It is based on the Department's/Agencies mandates and regular plans and the Philippine Plan for Gender Responsive Development (PPGD). It contains the issues that need to be addressed categorized as (1) Agency-focused: PPAs responding to GAD mainstreaming concerns and (2) Client-focused:
PPAs addressing GAD issues among clients.
DOTr-GAD Yearly Accomplishment Report is submitted to the PCW. It identifies the targeted gender issues addressed during the year and those that need further actions. The GAD Accomplishment Report serves as basis for the formulation of the GAD PPAs for the succeeding year.
The DOTr demographic is focused on the distribution of male and female employees of the DOTr-Central Office given the level and types of positions and work/functions. Quarterly updating will be presented to cover other areas such as size of the population, educational qualification, age distribution and other statistics which are vital to the relationship of gender to the transport sector.
Publication of department orders, special orders and other issuances from the DOTr-Central Office, its Sectoral Offices and Attached Agencies and Corporations, Office of the President, Civil Service Commission and the Department of Budget and Management and other institutions relevant to the implementation of gender-related programs and activities.
